Common Sense. Society does tend to be reactive rather than proactive and then in shocked when things go wrong, and of course when they do there may be many people involved who must take accountability.

However, when it comes to the evacuation of mobility impaired persons from commercial premises there is no excuse and it must not be left to chance !

It’s simple, provisions to evacuate anyone permitted into a building must be in place without depending on the Fire and Rescue Service otherwise access restrictions must be considered.

Employers and Service Providers must take ownership of this simple message !

Legal overview - The Fire and Rescue Service’s role in fire evacuation is that of ensuring that the means of escape in case of fire and associated fire safety measures provided for all people who may be in a building are both adequate and reasonable, taking into account the circumstances of each particular case. Under current fire safety legislation it is the responsibility of the person(s) having responsibility for the building to provide a fire safety risk assessment that includes an emergency evacuation plan for all people likely to be in the premises, including disabled people, and how that plan will be implemented.

If you are a Responsible Person and if your building has a lift or a means of transporting people to upper or lower levels of the building, you will need to be satisfied you can get everybody out.

Don’t depend on your fire risk assessor, fire extinguisher technician, facilities manager or fire door inspector, YOU must be satisfied provisions are in place that should include and understanding of the:

  • Fire Strategy

  • Fire Risk Assessment

  • Emergency Procedures

  • PEEPs/GEEPs

  • Equipment in place

  • Trained Personnel

  • Maintenance

  • Record Keeping

  • Review
